Which law governs fire extinguishers in Quebec

Fire safety is a shared responsibility. In Quebec, portable extinguishers follow North American best practices, and specifically the NFPA-10 standard in its 2013 edition, which is still in force here.

In December 2024, Quebec adopted the 2020 version of the National Fire Code (CNPI), which came into effect in April 2025. This Quebec code points directly to NFPA-10, 2013 edition. In practical terms, the standard becomes a legal document: it is no longer just a recommendation, it is what the authority having jurisdiction can require during an inspection.

The monthly inspection

Under chapter 7 of NFPA-10, every extinguisher needs a visual inspection each month. It is a quick check that the owner or a designated employee can do, but it has to be recorded.

The hydrostatic test confirms that the pressurized cylinder still holds up. Depending on the type of extinguisher and the agent inside, this test generally comes around every 5 or 12 years. A cylinder that fails the test is taken out of service: it does not get recharged.

These intervals are not optional. An extinguisher that is overdue on its 6-year service or its 12-year test is considered non-compliant, even if it looks perfect on the wall.

Who is responsible

Responsibility falls on the building owner, whether the property is commercial, industrial, or institutional. It is up to the owner to make sure extinguishers are properly installed, maintained at the required intervals, and that staff know how to use them.
